Why does it take longer

Regarding the reasons for the delay, Nintendo says, “The game just needs a little more time to tune in. Soon you’ll be able to fight Andy and his friends! Thanks for your patience.”

Nintendo announced Advance Wars 1+2: Re-Boot Camp this summer during the release of Ninendo Direct for E3 2021.

Advance Wars 1 + 2: Re-Boot Camp includes new versions of the classics Advance Wars and Advance Wars 2: Black Hole Rising, like I said, WayForward (Shantae, River City Girls, DuckTales Remastered) takes care of development.
