FEMA announces open emergency management, HR specialist positions
The emergency management specialist position will be based in Bothell, Washington. This position is tasked with research, analysis and preparation activity for assessment reports relating to preparedness against human-caused and technological hazards. This position will also be expected to work with state, local, tribal and federal offices for emergency management to ensure that National Preparedness Goal capabilities are reached in areas relating to homeland security. This person will also be tasked with the development of status reports of conformance and grant guidance relating to documents from other levels of government.
This person will also be expected to develop reports on the regional status of preparedness efforts and to be able to present this information for local and state planning committees and councils.
This position either requires a year of working experience at the GS-09 level of government work or an obtained doctorate or equivalent level of education for the GS-11 position. Specialized experience should include research and analysis support for preparedness reporting. For the GS-12 level position a year at the GS-11 governmental level is required.

The supervisory human resources specialist position will be based in Winchester, Virginia. This position will provide multiple human resources-related services including assistance in the form of guidance and technical support to management and supervisors. This person will operate the EmPowHR system and perform troubleshooting activity when necessary.
For this position, a year at the GS-09 level of government work is required with specialized experience in error identification in processing of personnel actions and implementing corrections and being able to process a large amount of personnel actions through a processing system. Candidates may use a doctorate or equivalent level of education as a substitute for this requirement.
