DoD releases MIP base budget request for FY 2014

The U.S. Department of Defense released its Military Intelligence Program base budget request on Wednesday for fiscal year 2014.

The total base request for the MIP was $14.6 billion. The DoD determined the figure does not jeopardize any classified activities within the program. Specific budget figures or program details will not be released, as they are classified for reasons of national security.

The DoD will submit a FY 2014 Overseas Contingency Operations funding request for the MIP at a later time.

Also on Wednesday, President Barack Obama sent Congress a proposed defense budget of $526.6 billion in discretionary budget authority to fund the base budget of defense programs for FY 2014.

The budget consolidates defense infrastructure by instituting a study of deficiencies in military treatment facilities and restructuring or terminating poorly performing weapons program. The budget also slows the growth of military benefits and pay.

"Even while restructuring the force to become smaller and leaner and once again targeting overhead savings, this budget made important investments in the president's new strategic guidance -- including rebalancing to the Asia-Pacific region and increasing funding for critical capabilities such as cyber, special operations, and global mobility," Chuck Hagel, the U.S. defense secretary, said.

The FY 2014 budget will be adversely affected by training cutbacks, deferral of equipment and faculty management, curtailed deployments and civilian furloughs included in the sequester budget cuts of FY 2013. President Obama addressed this challenge by including balanced deficit reduction proposals that will help Congress replace and repeal reductions required by the Budget Control Act of 2011.
